Political propaganda in Ukraine (1918): the hetman governement and the Bolsheviks

Abstract

Abstract. The purpose of the research is to determine the peculiarities of propaganda activities of rivals in the struggle for control over Ukraine (1918) - the government of Hetman Pavlo Skoropadsky and the government of communist Russia.


The scientific novelty of the research is seen in the fact that for the first time in historical science, actual material on the topic is analyzed, conclusions and generalizations are reasoned.


Consideration of the topic leads to the following conclusions. The main features of Russian communist propaganda (power, scale, assertiveness, as well as shamelessness, lying and being of manipulative nature) were fully manifested during the struggle of the Bolsheviks for the conquest of Ukraine. The Hetman government neglected the defining principles of effective propaganda – intensity, scale, and persistence. The constructive political programme of the Hetmanate, aimed at creating a strong Ukrainian national state and ensuring well-being and security of citizens, at a compromise solution of social problems (including the main one – land problem), was implemented without broad public support. This was explained by the fact that the advantages of the political measures of the government of the Ukrainian State were not explained to society.
