ASSESSMENT OF THE HOLODOMOR OF 1932–1933 IN UKRAINE AT THE INTERNATIONAL LEVEL

Abstract

The Holodomor of 1932–1933 is one of the most tragic and most terrible pages of history not only of Ukraine, but of all mankind. In June 1933, in Ukraine, 1,440 people died of starvation every minute. The result of the targeted terrorist starvation, applied by the totalitarian authorities, killed 3.5 to 4 million people. According to some estimates, the number of deaths has reached 7 million, but these estimates are not final.

On the eve of the 85th anniversary of the national tragedy, there is a need for a generalization of measures to provide a political and legal assessment of the famine of 1932–1933 as a genocide of the Ukrainian people at the international level. No wonder the official logotype of the comorbid measures of the Holodomor–genocide of 1932–1933, which is used by the Ministry of Foreign Affairs of Ukraine, is the inscription: «Ukraine remembers – the world recognizes!»

The purpose of the article is to find out the main achievements of the international recognition of the genocidal nature of the Holodomor of 1932–1933 in Ukraine and the analysis of the comedy practice of the present stage.

The author agrees with the thesis that crimes against humanity have no limitation period. The analysis of the process of international recognition of the 1932–1933 Holodomor in Ukraine as a crime of genocide against the Ukrainian people are rather complicated and has been going on for more than 15 years. At present, it is possible to conditionally distinguish its two stages: from 2003 to 2008 and from 2014 up today. It is logical to assume that the procedure will continue in the future. The intensification of the comorbid practice of Ukraine in connection with the anniversary of tragic events is also clearly observed. The world community joins the commemoration of the victims of the Holodomor; many foreign powers at the parliamentary level and at the regional level recognize genocide as a famine in Ukraine. The adoption of a resolution recognizing the genocidal nature of the Holodomor of 1932–1933 in Ukraine by the American Senate has broad prospects. The global scale of international recognition of the Holodomor as a genocide will help to restore historical truth and establish an internationally legal assessment of this crime.

The article analyzes recent changes in the issue of international recognition of the 1932–1933 Holodomor in Ukraine as an act of genocide against the Ukrainian people.

In the face of the current military aggression against Ukraine, the international recognition of the Holodomor–genocide of 1932–1933 is urgent. Propaganda and lies built up by the communist totalitarian regime «Iron Curtain» which was intended to hide this crime against humanity, has a direct connection with the modern hybrid aggression of Russia. In order to avoid impunity, the state should now intensify its work on the recognition by the international community of foreign states and international organizations of the Holodomor of 1932–1933 in Ukraine as a genocide of the Ukrainian people.
