AGRICULTURAL SECTOR POLISH REPUBLIC IN 1989-2003: FEATURES AND TRANSFORMATION INTEGRATION TO THE EUROPEAN UNION

Abstract

Agriculture until today plays a significant role in the economic life of Poland, being the foundation for many other sectors of the Polish economy. Study features of the agrarian policy in the late 80s. XX – in early XXI cent. provides an opportunity to consider the main aspects of socio-economic transformations in the agricultural sector in Poland. Selivanova – Zerkal I., Palekhova V., Ostashko T., Nelep V., Vlasov V. are engaged in the abovementioned issues in the Ukrainian Polish Studies.

Taking this into consideration, the author aims to analyze the features of the Agrarian Policy of Poland in the late 80s. XX – in early XXI cent.

Socio-political transformations in the late 1980s – in early 1990s were a prerequisite for the formation of the Polish agricultural transformation program. It was part of general-political strategies, had mixed socio-economic results. The program of restructuring the Polish agriculture, which implemented various government teams, was aimed at changing the structure of production, expanding the share of its non agricultural segment in the village, attracting the foreign capital. Agricultural policy aimed at changing the social paradigm of agriculture, its transition to capitalist principles. Polish reformers quite fundamentally related to the post-communist changes, development of market principles the agrarian economy. Agriculture Poland showed a susceptibility to those liberal reforms, which were proposed by the political elite.

Agricultural policy of Poland had the weight external component, which was aimed at positioning the domestic industry in the global food market. The program conversion of agriculture to the market included a task to create a competitive working environment, business climate, improvement of economic relations, monopolism management and implementation of procedures for acceptance of foreign aid.

Concept of the agrarian policy of Poland in content reflects the strategic goal of the country and consists of a set of programs aimed at improving agricultural production, rural development taking into account the public interest, the general trends of the European Union and the global world. The national interest was the defining creed of the agricultural policy.

As can be seen from the above the agricultural policy of the Polish State in 1990-2004 was systemic in nature and consistent with the common goal - to build competitive, based on the principle of private property, modern economy. Despite the early crisis 1991-1993, the government initiatives decisively broke the old economic system and developed programs had to integrate agriculture of Poland in the global economy.
